How useful is social bookmarking & Pinging for SEO?

Hi everyone,

I've been reading how people in the past have used social bookmarking and Pinging to help boost SEO.

Only thing is some of the posts I read were like 2 or more years old. Is this still totally relevant, or has Panda/Penguin damaged this? And if so, can you recommend websites where I can do this?
