Can you freeze frame in youtube?

If I upload a files, as is, rather than edit it in Camtasia, then can I do the freeze frame from within youtube?

Let's say there's one or two places in the video, where I would like to focus the viewers attention and maybe do close up and put some text. These are brief moments in the video, so I would need to somehow "lengthen" these "images or frames" within the video.

I'm a newbie and it's not clear to me how to best accomplish this. I prefer to be able to do it in youtube and not have to modify the file in Camtasia, before uploading.

Any advice?

When you say "don't use camtasia", is this just your dislike for that program?

Then, in addition to my first question about freezeframe in youtube, what Windows based editing software do you suggest, if I'm not looking to go top of the line, such as adobe, just yet?
 
There's an annotation that youtube has that will stop the video for a few seconds, but I don't remember if that's still a feature or not. I only used it once a couple years ago.
 
OK, I get your point about Camtasia, but it's not very specific. i.e. can you suggest a software that you feel is better, that will work on my XP machine?
