Dont put random tags in your video description, some idiot could easily flag your video as spam then it would get taken down by YouTube.

You need to add appropriate tags which are related to your videos ! If you add a tag which is not relevant to your video and if it is flagged as a Spam (But mostly Some YouTubers mind their business and will ignore you) YouTube may ask you to take down your video ! Hope this helps :) And WAS that person Derral Eves ?

So for example what kind of tags could get it taken down?
If you're making a video about Making a Pie and you add tags like 'Android, PC" If it appears when a person search's about Android and your video appears then that person can flag your video ! :winkphones:

Oh I see so if the tags are completely unrelated to the subject of the video?

Quotations and Brackets aren't going to make your rank better on YouTube, what you should do is have a decent amount of relevant tags in the tags section and put them into the description as well, but not on their own, put them into sentences/

As @Creeper360Bill said - it is known as tag stuffing and million subs channel is known to be taken down by YouTube staff for it. Avoid it at all costs especially if you want one day your channel to be really big!

That's the sad thing I can name at least 10 channels doing this right now and all of them have over 100k subscribers and a around 5 close to or past 1 million. I think its very unfair as they're getting away with it and gaming the system, many of the channels doing it are indexed for all kinds of terms so it obviously works and I believe they've got the upper hand when it comes to SEO on YouTube. I am fairly sure YouTube knows of these channels too given they're some of the top channels, I cannot see them getting banned any time soon either. They must be turning a blind eye to it because of the money they bring in. IMO you either ban the lot of none at all.
