2D animation

I use Gimp and Blender for my 2d animations, anything that is better for cheap?

I think Blender is more aimed toward 3D animations and things like that, but I think that you can use some sort of flash animation software for 2D animation. I use Premier Pro, but it's a very expensive program. There aren't many cheap programs for animation, unfortunately
