I was wondering, let's say your youtube channel gets taken down for whatever reason.

Can you just start a new channel...using the same VPN.......or youtube/google knows it's still the same person and only one account to each VPN. Also, when uploading thumbnails for shorts you have to use the same phone number. How do they track who is running each new channel?
