Out of curiosity what were the monetization requirements before they bumped up to the current 1k subs/4k hours watch time?

Early on, around 15 years ago, YouTube would send an email asking me if I wanted to partner on a specific video. I had no say on which videos. After a year or two, I became a "partner" and could monetize everything.

Some time after that, YouTube allowed everybody to monetize everything without any requirements. That lead to some "bad actors" who abused the system so YT implemented minimum requirements that still exist today.
 
Many Creators have complained about the current state of monetization at YT. We here at VamVam have created a different take on monetization. My opinion: create good content and you'll gain the required number of hours and subscribers easily. Moreover, to sign a partnership with air media-tech I had to generally gain 1500 subscribers and 5000 hours to meet their conditions. And after that it was already easier, 'cos they took on many processes. let's say, they are interested in monetizing my channel no less than me. I hope the silver button will be next year.

Hey guys.
I'm running a simple ad campaign for a video.
In the bottom right corner it reads:
"Average cost-per-view (CPV)
The average amount you'll pay every time your ad gets a view."
Is it me that has to pay every time my ad gets a view???
I set a daily spending limit and yt informs that at the end
of the month you are billed maximum 30.4 times that.
Example: 1$ daily limit means you are not charged more than 30.4$ at
the end of the month.
So what do those two lines within the quotes mean?
