ad-words is for paying and getting your videos as adverts and stuff. ad-sense puts the ad words ads onto ur videos so you get payed.

Congrats! There are like two versions of partners now. Linking adSense makes you a partner. But it only technically makes you a partner. There is also a "full" version of YouTube partner that allows you to have the custom banner and all the branding options

how do you go about applying for the full version?

You can apply from youtube or via a partnering network. There's a thread about it here on the forums
